Emergency Response Reviews

Emergency response reviews are important processes used to reflect, identify gaps, best practices and lessons learned emerging from an emergency, as well as to suggest measures and actions to improve ongoing response or be better prepared for future emergencies. An Intra-Action Review (IAR) is held during an emergency for course correction, and immediate and sustained improvement of the response in real-time. An After Action Review (AAR) is generally held once an event or emergency is over.

 

After Action Review (AAR)

An After Action Review (AAR) is a qualitative review of actions taken to respond to a public health event or following a project or a public health intervention as a means of identifying and documenting best practices demonstrated and challenges encountered during the response to the event or the implementation of the project. The AAR process involves a structured facilitated discussion or experience sharing among responders to critically and systematically review what was in place before the response and could have been used, what actually happened during the response, what went well, what went less well, why events occurred as they did, and how to improve. It is an important management tool for continuous performance improvement and learning.

    More specifically, the objectives of an AAR are:

  • to review actions undertaken at each phase of managing a public health event, to identify what worked well, what worked less well and why;
  • to demonstrate the functionality of national capacities in preparing for, detecting and responding to a public health event;
  • to identify the corrective actions needed to institutionalize any lessons emerging from the management of public health events;
  • to address the challenges made evident through the AAR.

Intra-Action Review (IAR)

In light of the protracted nature of the COVID-19 pandemic, countries may wish to conduct periodic reviews during the event so they can continue to reflect on the ongoing response and revise national and subnational response strategies and plans as needed. WHO, having recognized this need, developed the Guidance for Conducting a Country COVID-19 Intra-Action Review (IAR) and accompanying tools. 

A Country COVID-19 IAR is a country-led and facilitated process that allows stakeholders of the ongoing COVID-19 response to review the functional capacities of public health and emergency response systems at the national or subnational levels to identify best practices, gaps and lessons learned, and propose corrective measures and actions for immediate remediation or sustained improvement of the COVID-19 outbreak response. The International Health Regulations (2005) Emergency Committee in their fourth meeting regarding the outbreak of coronavirus disease (COVID-19) convened by the WHO Director-General on 31 July 2020 further encouraged countries to share best practices and apply lessons learned, including from IARs, to their ongoing COVID-19 response. Moving forward, there is also the opportunity to use IARs for other protracted public health events beyond COVID-19.

Guidance for Conducting a Country COVID-19 Intra-Action Review (IAR)

The WHO Guidance for Conducting a Country COVID-19 Intra-Action Review (IAR) was developed to guide countries to conduct periodic review(s) of their national and subnational COVID-19 response, so countries do not miss critical opportunities for learning and improvement to better respond to the COVID-19 outbreak in their countries. The IAR is a country-led facilitated process conducted during the COVID-19 outbreak in-country, bringing together a small group of COVID-19 responders with knowledge of the public health response pillars under review. Although IARs can be conducted online or face-to-face, the online format is recommended, especially if community transmission remains high in the country. The IAR will identify practical areas for immediate remediation and sustained improvement of the ongoing response.

 

 

COVID-19 IAR Online Training

Overview: The Country COVID-19 Intra-Action Review (IAR) is a facilitated process that brings together COVID-19 responders from multiple sectors for experience sharing and collective learning, and it has been modelled after the WHO After Action Review (AAR) methodology. This course provides a general introduction to the management and the facilitation of an IAR during the ongoing COVID-19 pandemic through presentations, quizzes and an assessment at the end of the course to test the knowledge acquired. It targets any individuals or entities involved in the preparedness of and response to the COVID-19 outbreak at the national or subnational levels, including but not limited to Government officials, WHO staff, public health professionals, communities and partners.

Learning objectives: By the end of this course, participants should be able to:

  • Explain the context and the purpose of a Country COVID-19 IAR.
  • Describe the general flow of the Country COVID-19 IAR process.
  • Describe the resources available for conducting an IAR, when to use them, and where to find them.
  • Distinguish the roles and responsibilities of the IAR lead coordinator, facilitators, moderator, note-takers and report writer, IT support, and participants in the IAR process and describe the techniques for participatory facilitation and tips for online facilitation.
