Hosted Partnerships

In hosting a partnership, WHO lends its administrative, fiduciary and legal framework to the partnership secretariat. These partnerships derive their legal status from WHO and are subject to the Organization’s Rules and Regulations. They have a formal governance structure, separate from that of the WHO governing bodies. Their programmatic accountability frameworks are also independent from those of WHO.

In accordance with Executive Board decision EB132(10), the WHO Programme, Budget and Administration Committee of the WHO Executive Board periodically reviews the arrangements for hosted health partnerships including their contributions to improved health outcomes, WHO’s interaction with individual hosted partnerships, and the harmonization of their work with the work of WHO.

WHO currently serves as the host organization for four formal partnerships which have not been established as legal entities:

Alliance for Health Policy and System Research (AHPSR)

The Alliance’s mission is to promote the generation and use of health policy and systems research (HPSR) as a means to strengthen the health systems of low- and middle-income countries.

European Observatory on Health Systems and Policies

The Observatory supports and promotes evidence-based health policy-making through comprehensive and rigorous analysis of the dynamics of health care systems in Europe.

Partnership for Maternal, Newborn and Child Health (PMNCH)

The Partnership provides a platform for organizations to align objectives, strategies and resources, and agree on interventions to improve maternal, newborn, child and adolescent health.

Unitaid

Unitaid finds the most promising global health innovations and turns them into solutions for millions of people most in need in low- and middle-income countries.

Generic hosting terms for WHO Hosted Partnerships

In response to decision EB132(10) the Secretariat, in consultation with hosted partnerships, has developed and will apply generic hosting terms to all WHO hosted partnerships. The hosting terms promulgated by the Director-General set out the operational framework for WHO’s hosting and administration of formal partnership, reiterate that all WHO rules apply to hosted partnerships , and specify further, in the case of certain rules, what exceptions or particularities apply for partnerships.
