Simulation Exercises (SimEx) are a practical tool designed to test planning assumptions and to help organizations better evaluate planning processes. The advisory group acts as an advisory body to WHO in this field.

Simulation Exercises (SimEx) are a practical tool designed to test planning assumptions and to help organizations better evaluate planning processes such as emergency management plans, standard operating procedures (SOP’s), training requirements and other aspects of their planning frameworks. SimEx’s can also provide an evidence-based assessment of functional capacities capabilities, and this allows planners to develop more effective responses to emergencies.

Member States, WHO and partners use SimEx as evidence-based practices for continuous learning and system performance improvement of preparedness and response capacities to for health emergencies.  

The “Technical Advisory Group on Simulation Exercises” will act as an advisory body to WHO in this field.

Members of the Technical Advisory Group on Simulation Exercises will have a responsibility to provide WHO with high quality, well considered advice and recommendations on matters described in the Advisory Group terms of reference. 

In keeping with the Technical Advisory Group on Simulation Exercises mandate to provide technical advice, members will be committed to the development and improvement of technical guidance for simulation exercises as well as the utilisation of simulation exercises as a critical preparedness tool. The Technical Advisory Group on Simulation Exercises and shall advise on the type and targeting of exercises to ensure that limited resources are best positioned. It has no executive or regulatory function. Its role is solely to provide advice and recommendations through the Country Simulation Exercises & Reviews (CER) team to the Assistant Director-General of WHO, Health Security Preparedness (HSP) and includes providing advice and recommendations on preparedness matters as needed.
