An external evaluation was commissioned to conduct a review of WHO’s bilateral consultations with contributors held before and after the 2015 Financing Dialogue. The main objective of the review was to extract lessons learned from these consultations with a view to providing practical recommendations on i) strengthening the implementation of the individual Financing Dialogue bilateral consultations to help influence contributors’ adoption of financing dialogue principles, and ii) optimizing WHO’s approach to donor engagement and dialogue more broadly, going forward.
